Waco brand Laughing Robot made in Japan all plastic battery operated bump and go action robot. The head goes up and down mouth opens to reveal lit teeth and makes hysterical laughing sound,

The version known as Happy Harry The Hysterical Robot was made for F J Strauss trading as Straco.

It is not clear if there are two battery box variations (see Hysterical Harry).

A Yonezawa toy but it also features in the 1971 Haji catalog
