Tin wind up astronaut. 24cm Astronaut advances with walking motion as the needle on the oxygen meter swings and sparks are emitted from behind the red panel on his head. Based on the Winky body and the boy face from the crank operated Yonezawa astronauts.

There are versions with and without shoulder antenna. The version with the antenna is likely to be the earlier.
