Nice find, Brian.

Both these sites describe this toy as consisting of two plates:

This second site says it has a "styrofoam type core". That seems to make sense. The styrofoam would help keep the toy's shape, especially if it were stepped on or held too tightly.

The image looks the same, though the newspaper advert doesn't show the depth of the toy.  It would have been a generous free gift.

I have owned one of these and it was definitely two paper plates inverted on each other and held together by a lightweight metal ring. It was very light and mine was caving in on itself a bit. It felt very empty inside. I'm pretty sure there was no foam inside of my example at least. I wouldn't be surprised if these originally cost about 2 cents each to produce.
