In this RAYGUNS thread, Tinplate6 gives us a close-up of the packaging. The 1968 copyright date is visible in the lower, left hand corner of the backing card:

As I remember, they were made in Japan by Bandai.

Here's the fine print quote from the card " Eldon Ind. of Canada Ltd., Don Mills (Toronto) Ontario. Made in Japan to Eldon specifications. Printed in U.S.A." No actual mention of who in Japan, however, BanDai was the biggest toy manufacturer, so it's a definite possibility. The version you show might have been marked with the company name.
