This BIN listing: https://www.ebay.com/itm/VINTAGE-NEW-SPACE-HELMET-GENERAL-PRODUCTS-CO-INC-CENTRAL-FALLS-RI-BOX-buck-flash/202704702212?hash=item2f32244b04:g:IOQAAOSwvndc~-x6 would indicate that the General Products Co., Inc. Central Falls, R.I., made this color combo called New Space Helmet. Note how the font style for the word "new" is different from the words "space helmet". I couldn't find a date on the catalog, but this ad inside describes being able to get a "beautiful metal license plate with your state and the year 1959 imprinted along with your own individual number." The side stickker depicts a Gemini space capsule. The Gemini program existed between 1961 and 1965. Perhaps a mail-in ad will surface providing a better date.
